Regulation and competition in the culture sector in Andalusia

Abstract

The aim of this article is to evaluate the monitoring of the principles of regulation and competition in the Andalusian cultural sector, by analyzing the actions of the Agency for the Defense of Competition of Andalusia (ADCA), included in its recommendations for projects and draft bill regulations of the Public Administration, between 2008 and 2018. The results show that reports on the cultural sector begin in 2016 and focus on three sectors: audiovisual, heritage and performing arts. They also show a high level of follow-up of the recommendations in the regulations. The article provides an analytical framework and methodological framework extensible to other territories is provided to evaluate the role of competition bodies in improving the regulation and functioning of markets in the cultural sector.
