Tecnología y geopolítica: sobre una teoría del cambio en las relaciones internacionales

Resumen

El avance tecnológico es el principal vector de cambio actual. Impacta en la propia concepción de la subjetividad internacional, la naturaleza y el equilibrio de poder en una carrera por la supremacía tecnológica, define los presupuestos de prosperidad de las sociedades e incluso muta el concepto de humanidad. La tecnología es el paradigma del cambio de las relaciones internacionales y la seguridad global. Bajo esta premisa, se aborda el estado de evolución de esta tendencia en un contexto de «desglobalización», se pone el foco en el ensayo de autonomía estratégica (tecnológica y abierta) europea y se reflexiona sobre la agenda de la gobernanza global de la tecnología, así como las estrategias de diplomacia tecnológica que adoptan Estados y organizaciones al efecto y cuanto subyace a esta agenda, la tensión tecno-democracia versus tecno-autoritarismo.
